Overview

Full Spectrum Operations, a joint venture between By Light Professional IT Services and American Communications Solutions is hiring talented IT professionals for the Eastern Western Operational Communications Services (EWOCS) contract at Vandenberg Space Force Base, CA. The Eastern and Western Ranges provide capabilities for customers to safely launch, track and recover spacelift systems as well as perform operational test missions in support of ballistic missile deployment and aircraft flight tests.

EWOCS provides communication systems maintenance, operations, and support services for voice, video, data and infrastructure yielding a robust communications capability for a wide range of customers in a dynamic launch

environment. We are actively looking for a Program Manager to join our team!

Responsibilities

The Program Manager for the U.S. Space Force (USSF) 614th Air & Space Communications Squadron (ACOMS) Information Technology (IT) Support Services, Vandenberg Space Force Base (SFB), California contract will play a very important role in guiding and and managing work for both internal and external customers.. The Program Manager (PM) will be responsible to ensure the successful oversight and execution of all phases of the Eastern Western Operational Communications Services (EWOCS) contract task order. The task order consists of an Operations and Maintenance (O&M) component consisting of networking operations and maintenance, cyber tasks, COMSEC Management, Video Teleconferencing Support and Scheduling, Audio-Visual support and maintenance, Configuration Management, Material Control, and Customer Support Technician Support. This role will be onsite full-time and will interface with the EWOCS Deputy Program Director at Vandenberg SFB, and the appropriate government project leadership team. The Program Manager is responsible to manage/oversee all matters of the 614 ACOMS IT Support Services, Operations and Maintenance task order.

Required Experience/Qualifications
    Must have excellent financial oversight and budget adherence
  • Excellent planning, organizational, communication, writing and interpersonal skills are required.
  • Must have Bachelor of Science in Management Information Systems or related field
  • Must have at least five (5) years directly related work experience managing information technology (IT) programs as a government contractor.
  • Able to find innovative ways to solve problems.
  • Thorough knowledge of Department of Defense (DoD) acquisition processes. Experience managing projects under Cost Plus Fixed Fee, Firm Fixed Price, Time and Materials and ID/IQ type contracts.
  • Program-related cost/schedule/technical management experience required.
  • Knowledge of ISO 9000 requirements and processes.
  • Must have outstanding relationship management skills.
  • Able to represent the program in customer negotiations and negotiate win-win solutions.
  • Experience with Integrated Master Plan and Integrated Master Schedule and supporting activities.
  • Excellent communication skills, proactive management style, and the ability to manage customer and other stakeholder expectations.
  • Experience in the use of innovative processes, continuous quality improvement, and project scheduling tools for cyber security and communications operations and maintenance (O&M) activities and task deliverables.
Preferred Experience/Qualifications
  • Project Management Professional (PMP) and CompTIA Security+ CE Certification are highly desired.
  • Preferred successful management experience supporting SPOC and CFSSC
Special Requirements/Security Clearance
  • MUST have ACTIVE U.S. Department of Defense (DoD) Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
  • Must be available within one hour during core operating hours to meet on the installation with government personnel to discuss important program issues.
  • Outside of core operating hours, must be available twenty-four (24) hours, seven (7) days a week (by phone or in person).
  • Must be willing to travel up to 25%. Must be a US citizen
